- S. 1(1) This Act may be called “Kaushalya” the Skill University Act 2021
- S. 2—
- S. 3(1) There shall be established a University by the name of “Kaushalya” the Skill University
- S. 4The headquarters of the University shall be at Ahmedabad

- S. 8(1) The President of the University shall be appointed by the State Government
- S. 9(1) The Director General shall be appointed by the Board out of the panel of three names recommended by the Search Comm
- S. 10(1) The Director General shall be the Chief Executive of the University
- S. 11(1) The Registrar shall be appointed by the Board in such manner and on such terms and conditions as may be prescribed
