- S. 35Section 35 allows the government to issue orders to resolve difficulties in implementing the Act, but only within two years of its commencement.
- S. 36Section 36 deems certain colleges and teachers as junior colleges and registered teachers, and preserves existing syllabuses until 1985.
- S. 37Section 37 overrides any conflicting provisions in other laws regarding matters covered by the Odisha Higher Secondary Education Act, 1982.
