If any difficuIty arises in giving effect to the provisions of this Act, CSovetnm~nt m o v t dii6 culties- may, as ocuuioa may require, by order, do anything which appears to them necassary for the purpose of removing the difficulty: Provided that no order shall be issued under this section after the expimtion of a period of two years from the date of commencement of this Act.
