After the expiry of the period specified in sub-section (1) of section 61 the Development Authority shall examine the scheme in the light of the objections that may be received, giving a reasonable opportunity of being heard to all such interested persons who have filed objections and who have made requests for being so heard in the manner prescribed and make such amendments in the scheme as may be considered proper and shall, as soon as may be, but not later than the time prescribed by the rules, prepare the scheme with or without modifications and submit it to the State Government together with a copy of the objections received by it and its decisions thereon.
