(I) Simultaneously with the submission of the scheme to the State Government, the Development Authority shall publish notice in the Official Gazette and in a local newspaper of the scheme and the place or places where copies of the scheme may be inspected. (2) The public notice under sub-section (1) shall specify a date (which shall not be earlier than one month after the date of the publication of the notice) on which the scheme shall take effect and come into force: Provided that the State Government may, from time to time, by notification, postpone such date, by such period not exceeding three months at a time as it thinks fit. (3) The publication of the notice under sub-section (1) shall be— (a) conclusive evidence that the scheme has been duly prepared and adopted; and (b) notwithstanding anything contained in the Land Acquisition Act, 1894, deemed to be a declaration duly made under section 6 of the said Act.
