When the seat of an elected, appointed or co-opted member of the Board becomes vacant by reason of his dis- qualification, resignation, removal or death, the vacancy shall be filled by election, appointment or co-option, as the case may be, in the manner provided in section 4, and the member so elected, appointed or co-opted shall, subject to the provisions of sections 9 and 11, retain his seat for the residue of the term of office of the member in whose place he is elected, appointed or co-opted.
