(1) The University shall maintain and keep up-to- offeLisatg date in accordance with the Statutes, a register of the names of deport- of heads of departments of institutions established, main- ments and tained or managed by the University and the names of all Prillainakt such heads of departments shall be entered therein in order of their seniority. The persons whose names are entered in the register shall, except where they are Principals, be entitled, in order of their seniority, to be appointed, by rotation, as members of the University as provided in clause (vii) of sub-section (1) of section 9. (2) The University shall in like manner maintain and keep up-to-date a separate register of the names of Principals, of institutions affiliated to the University and the names of all such Principals shall be entered therein in order of their seniority. The persons whose names are entered in such register shall be entitled, in order of their seniority, to be appointed by rotation as members of the University as pro- vided in clause (xv) of sub-section (1) of section 9. (3) For the purposes of sub-section (1) or of sub-se3tion (2), the seniority of a person shall be determined in accord- ance with the Statutes, having regard,— (a) in the case of a person referred to in sub-section (1), to the period of service rendered by such person in institutions established, maintained or managed, by the University, and (b) in the case of a person referred to in sub-section (2), to the total period during which such person has nerved as a Principal in any institution teaching for a degree or post-graduate course of any University incorporated by law in India. (4) If any question arises relating to the seniority of any person whose name is entered in a register referred to in sub- section (1) or sub-section (2), the question shall be decided 8 The Rabindra Bharati Act, 1961.
