(1) No member of a Primary School Council shall vote on any matter in which he has any personal or pecuniary, interest or if it relates to any primary school of which he is either a teacher or a member of the managing committee. (2) The Chairman or the Vice-Chairman or the member presiding at a meeting of a Primary School Council shall decide any question arising under sub-section (1) and his decision thereon shall be final.
