(1) The Chairman or in his absence the Vice-Chairman shall preside at a meeting of the Primary School Council and in the absence of both the Chairman and the Vice-Chairman one of the members of the Primary School Council elected from amongst those present shall preside at the meeting of the Primary School Council, and the Chairman or the Vice-Chairman or such member shall be entitled to vote on any matter and shall have a second or casting vote in every case of equality of votes. (2) Subject to the provisions of sub-section (1), the Primary School Council shall have the power to regulate the procedure for the conduct of its business.
