(1) If any difficulty arises in giving effect to the provisions of this Act or in transition to the provisions of this Act, the State Government may, as occasions may require, by order, do or cause to be done anything which may be necessary for removing the difficulty. (2) An order under sub-section (1) may be made so as to be retrospective to any date not earlier than the date or commencement of this Act. The Howrah Municipal Act, 1965. [West Ben.
