All costs for holding the first general election and all other costs necessary to be incurred for giving effect. to the provisions of this Act before the date of the constitution of the Corporation shall be payable, in such manner and to such extent as the State Government may direct, -from the municipal fund of both or any of the municipalities of Howrah and Bally as constituted under the Bengal Municipal Act, 1932.
