(1) Any suit or legal proceeding instituted, or saving which might, but for the passing of this Act, have beenas'to. instituted by or against the Commissioners or the Chairman cert. al' of the Commissioners of the municipality of Howrah or proceed. 811 and Bally, as constituted under the Bengal Municipal Act, 1932 ings. or by or against any Union Board or Panchayat, as the case may be, included within the area of Howrah, may be continued or instituted by or against the Corporation as constituted under this Act. (2) For the purposes of such suit or legal proceeding and of all matters incidental thereto, any action taken by the Commissioners, or Chairman of the Commissioners, of any such municipality or by such Union Board or Panchayat, -as the case may be, shall be deemed to have been taken by the corresponding authority under this Act. (3) Save as provided in sub-section (2), the procedure prescribed by this Act, read with the Calcutta Act, shall be followed in all proceedings relating to a contravention of the provisions of the Calcutta Municipal Act, 1923, as extended to the Municipality of Howrah, or of the Bengal Municipal Act, 1932, or of the laws relating to Union Boards or Panchayats, as the case may be.
