(1) No person shall be liable lo any punishment for an offence under lhis Act or the rules or lhe regulations made thereunder unless a complaint of such offence is made before a Municipal Magisirale wilhin six months nexi after— (a) the date of commission of such offence; or (b) the date on which lhe commission or the continuance of such offence is first brought lo the notice of the Corporaiion or Lhe Municipal Commissioner. (2) For lhe avoidance of doubts, it is hereby declared lhat any failure to luke out a licence under this Aci or lo pay tax under scclion 199 shall, for lhe purpose of sub-section (1), be deemed to be a continuing offence until ihc expiration of the period for which such licence is required to be taken.
