Where the Municipal Commissioner is of the opinion lhat there is a nuisance on any land or building, he may, by notice in writing, require Lhe person by whose aci, default or sufferance the nuisance arises or continues or Lhe owner, lessee or occupier of the land or building or any one or more of these persons LO remove or abaie the nuisance by taking such measures in such manner and within such period as may be specified in Lhe noiice. '517A. Notwithstanding anything contained in seclion 517, if the Mayor-in-Council is of lhe opinion lhat immediate removal of any nuisance continuing on any land or building in contravention of the provisions of lhis Acl is necessary, it may, for reasons to be recorded in writing, cause such nuisance to be removed forthwith.
