(I) No person shall lelher any animal or cause or pennit any animal to be tethered in any public street. (2) No person shall milk or cause or permil to be milked any cow or buffalo or olher animal in any street. (3) Any animal telhered or any cow or buffalo or other animal found being milked as aforesaid in any sireel may be removed by lhe Municipal Commissioner or any officer or employee of the Corporation and impounded and dealt wiih under the provisions of the West Bengal Catlle Licensing Act, 1959,
