(1) The Municipal Commissioner may granl a written permission for temporary ereclion cif a booth, pandal, or any other structure on any public place on occasions of ceremonies and festivals, on payment of such fee and on such condiiions as may be determined by lhe Corporation by regulations, and for such period as may be mentioned in (he letter of permission: Provided tliul no permission shall be given under litis section without the concurrencc of the Commissioner of Police, '[Kolkau].
