If the Mayor is satisfied that an emergency has arisen and is of the opinion that lhe immediale execution of any work or the doing of any which ordinarily requires the approval, sanction, consent or concurrence ofiheCorporalionorlhcMayor-in-Council,isnecessary forthe maintenance ofservices or safely of lhe public or for the prevention of extensive damage lo any properly of lhe Corporaiion, lie may direct lhe execuiion of such work or Lhe doing of such acl without such approval, sanction, consent or concurrence and, in such case, he may direct lhat lhe expenses for such execuiion or doing shall be paid from the Municipal Fund: Provided that Lhe Mayor shall report forthwith to Lhe Corporation or lo lhe Mayor-in-Council, as the case may be, the action taken under this section and the reasons thereof.
