If any street or public place under the control of Governmeni or any statu lory body, or any premises to which large number or persons resort Lo, is not properly or regularly scavenged or is, in the opinion or lhe Municipal Commissioner, in a filihy and unwholesome condition, lhe Municipal Commissioner may, by written noiicc, require the owner or the occupier to do the scavenging or cleansing or may cause scavenging or cleansing lo be done and lhe cosi or such scavenging or cleansing shall be recovered from the owner or the occupier thereof.
