Whoever '[deposits] or throws or causes or permiis to be deposited or thrown any solid waste on any place in contravention of lhc provisions of this Act shall, subject io such regulations as may be made in this behalf, be punishable with line which shall nol be less than fifty rupees and more lhan five thousand rupees for each such offcncc.
