For lhe purpose or efficient drainage of any premises, the Municipal Commissioner may, by nolice in writing,— (a) require any courtyard, alley or passage between two or more buildings to be paved by the owner or owners of such buildings with such materials and in such manner as may be approved by the Municipal Commissioner, or (b) require lhe level or such counyard, alley or passage to be raised, or (c) require such paving lo be kepi in proper repair.
