When the Authority has taken over the water-supply Power of service in any area under section 23, or is in a position to supply the water in any area where there is no such water-supply service, Authority take the Authority may, after serving at least three months' notice in to 0„,,, such manner as may be provided by regulations, take over any other independent water-supply system in the area belonging to— , water- supply (a) the State Government, on such terms and conditions system. as the State Government may determine, and (b) any person, firm, corporation, or other organisation, on payment of compensation calculated on the basis of the market value on the date of service of the notice of all the properties connected with such system.
