When it is necessary to bring water into the District Laying of from any place outside the District, the Authority may, if Pcoinsstroure reouired, construct dams, reservoirs or other facilities outside the tion of District, and may lay pipes or construct aqueducts and in so aqueducts, doing may exercise, throughout the line of country outside the etc..
