If any person sells to a person apparently under the age of 12 years any cigarette, cigarette paper, bidis, tobacco or smoking mixture, whether for his own use, or not, he shall be liable in the case of the first offence to a fine not exceeding Rs. 25 and in the case of the second or subsequent offence to a fine not exceeding Rs. 100.
