(i) .( (a) The Finance Officer shall be a whole-time Officer of the University and shall be appointed in accordance with the UGC Regulation by the Syndicate on the recommendation of a Committee consisting of the Vice-Chancellor as Chainnan, two nominees of the Syndicate, a nominee of the Chancellor and a nominee of the State Govemment, or (b) he may be brought on deputation from an Organized Accounts Service for a period of not exceeding ,five years on such terms and conditions as may be prescribed. (ii) The Finance Officer shall be the ex-officio Secretary of the Finance Committee or Committees constituted by it, but shall not be deemed to be a member of the Finance Committee; Page 11 (viii) The Vice-Chancellor shall be empowered to grant leave to any ollieer of the - University other than the Chancellor in accordance with such rules as may be prescribed and to make necessary arrangements for discharge ‘of the functions of such officers during such absence; ' (ix) The Vice~Chancellor shall grant leave of absence of any employee of the University in accordance with the rules framed and he may, if he so desires, delegate this power in relation to non-teaching staff to another officer of the University. Deans of Faculties. ll. Every l)ean of Faculty shall be appointed in such manner and shall exercise powers and perform his duties as may be prescribed by the Statutes. Each Dean of faculty shall be appointed by the Vice~Chancellor from among the Professors in the Faculty for a period of three years and shall be eligible for reappointment. The Registrar.
