Power to inspect.—1[* * *] The Commissioner, 2[the Additional Commissioner] 3[a Joint Commissioner] or a Deputy Commissioner or an Assistant Commissioner, shall subject to such conditions and restrictions as may be prescribed, be entitled at all reasonable times, to inspect in any public office any record, register or other document, relating to a religious institutions, or any movable or immovable property of such institution.
