(1) The Comptroller shall be a whole-time salaried officer of the University and shall be appointed by the Vice-Chancellor with the approval of the Board on such terms and conditions as may be prescribed. Comptroller. (2) The Comptroller shall advise the University in regard to its financial policy. (3) The Comptroller shall be responsible to the Vice- Chancellor for all accounting matters of the University including 13 the preparation and presentation of the annual financial estimates, annual accounts and balance sheet. (4) The Comptroller shall -- (a) Ensure that no expenditure not authorised in the annual financial estimates as approved by the Board is incurred by the University ; and (b) Disallow any expenditure unwarranted by the terms of any statute or for which provision is required to be made by a statute but has not been so made.
