Duties of Board in absence of Chairperson.-A person elected by the Board Members from amongst themselves shall - (a) during the vacancy in the office of the Chairperson or the incapacity or temporary absence of the Chairperson, perform any other duty or exercise any other power of the Chairperson; and (b) at any time perform any duty and exercise, when occasion arises any power, delegated to him by the Chairperson under section 14.
