Nomination of members in default of election.-If the electoral body referred to in section 4 fails, by such date as may be prescribed to elect a member or to fill-up the vacancy, the State Government shall, on the recommendation of the Board, fill up such vacancy by nomination of a person qualified to be elected by such electoral body.
