The Chancellor'- (l) The .Chancellor shall be appointed by thc Sponsoring Body with the consent of the State dovrrntntni for a period of five years from the date on which he enters upon his office and shall not be eligible for re-appointment: - (2) Any vacancy in the office of Chancellor shall be filled within six months from the date of such vacancy. (5) l'he Charrccllor shall lravc the following powers, to call I'or any inlbrilation or record in connectiolr with the affairs. of the University; to appoint the Vice-chancellor; to relnovc tlre Vice-ciranccllor iu accordance with $rc plovisious of sub-section. ' i (a) sucn other powers as may b" prer"ribed by ihe Statutes. 13, Th'c Vicc-chanccllor.-(l ) The Vice-chancellor shall !e hppointed by the Chancellor from a panel of three persons recommended by the Board of Managentent ancl shtrll, subject to the prov'isions contained in sub-section (8), hold office for a term of three years: . Provided that, after expiry of the term of three years; a person shall be eligible tbr rc-appointment for another term of three years: Provided further that a Vice-chancellor shall notwithstanding the expiralion of his tenn continue to hold office until his successor cnters upon the ofllce. (2) Any vacancy in the ol'fice of Vice-chancellor shall be filled within six nronths fronr the date of such vacancy. ' : (3) The 'Vice-chancellor shall be the principal ex€cutive and acadcmic officer of the University and shall exercise general supcrihtcndencb and conlrol over the alTairs of the University and shall execute the decisions olthe authorities of the University. (5) If in the opinioniofthe Vice-chancellor it is necessaiy. ro take immediate action on any matter for which powers are conferred on any other authority by or under this Act, he may take such aclion as hc dccms nccessary and shall at the earliest opportunity thereafter report his action to slrch officer or authorify as would have in the ordinary course dealt wirh the matter: Provided that if in, ihe opinion of the concemed bfficer or arithority such action should not have been taken by the Vice_ chancellor then such case shall be refened to the Chancellor. whosc decision thereon shail be final: Vice-chancellor affects any person in the service of the University, such person shall be errtitled ro prcfer, within tfuee months from . the date on which such acdion is communicated to him, an appeal to the Board of Management and the Board of Managemenf niay .9nfi"T. or modify or reversc the action taken by- the Vice_ chancellor. (6) I( in the opinion of the Vice-chancell6r, any decision of any authority of the University is outsidb the powers confened.by this Act or Statutes, Ordinances, Regulations or. rules made thereunder or is likely to be prejutiiciil to the interests of the University, he shall direct the concemed authority to revise its decision within fifleen days from the date of its decision and in case the.authority refu;es or faiis to revise such decision, then such matter shall be ref,erred to the ihdhcellor and his decision thereon shall be final.
