Disobeying certain orders of Collector.- (1) Any person who refuses to comply with an order of the Collector under Section 11 or 23 shall be liable by an order of the Collector to pay a fine not exceeding five hundred rupees. (2) When any penalty is imposed by an order under Sub-section (1), the Collector passing such orders shall make a formal record of the same with reasons thereof.
