Meeting of Governing Couneil (1) The Governing Council shall meet at least once in a year on a date fixed in consultation with the Executive Council (2) The Chairman or inhis absence, the Co-chaiian or in the absence of both, the Vice Chairman shall prescribe overthemeeting. (3) Ifthe Visitor choose to attend any meeting, he shall have the overridingright to preside over the meeting (4) A report on the working of the University during then previous years, the statement of receipts and expenditure, the balance sheet, the audit report and other such date shall be placed before theAnnual Meeting of the General council. (5) All meeting of the Council shall be called by the Secretary at fifteen days notice. (6) If any five members of the Council desire a meeting to discuss a matter of urgent important the Secretary shall call a meeting forthwith and the requirement of fifteen days notice shall be deemed to have been waived. (7) Two fi& members shall constitute quorum (8) All questions shall be decided by majority of member present and voting. (9) Eachmember shall have one vote and in case of tie, the Presiding Officer shall have additional casting vote (1 0) Ifbusiness ofthe Council has to be transactedurgently without waiting for a formal meeting to take place the Chancellor may authorize the circulation of questiontothemembersfor decision whichshall be deemed as valid decision of the Council for act~on; however such decision shall be circulate to all concerned for information and compliance. (11) All other details relating to the conduct of meetings, function etc ofthe Governing Council shall be as per regulations. Executive Council 33 (1) The following shall be the members of the Executive Council (iJ The Chancellor shall be the Ex-officer Chairman; i ) The Pro-Chancellor shall be the Ex-officer Co-Chairman; i The Vice Chancellor shall bethe Ex-officer Vice Chairman; (iv) The Director in charge ofthe operation inNagaland shall be an ex-officer members, (v) The Finance officer shall be an ex-officer member; (vi) One nominee ofthe Visitor (vii) Two nominee of theNagaland State Government; (viiij Three nominee £tom the Nagaland Baptist Church Council; (ix) Five nominees £tom the Council of Baptist Church in Northeast India (x) One nominee of the Chancellor who shall be a member of the Governing Council, to be named by the Chancellor; and (xi) The Registrar shall be the ex- officer secretary (2) The term of the executive council shall run simultaneously with the Government council which is five years (3) A members of the Executive Council when ceases to be a member of the Governing Council, shall cease to be a member of the Executive Council. (4) The nominating authority shall have aright to replace their nominees to the Council at any point of time (5) Casual vacancies arising in the Council before its reconstitution shall be fill for the unexpired term Power and function of Executive Council 34 (1) The Executive Council s W , (i) Create post and appoint, from the times, of members of the teaching and non-teaching stafffor carrying out the purposes ofthis Act on such terms and condition prescribed by regulation; ('i) Exercise control and impose discipline over the employees of the University; (ii) Accept on behalf of the University, endowment" bequests, donation, grants and transfer of any immovable property (iv) Received money, securities, instruments of any other movable properties for and on behalf of the University (v) Grant receipt, sign and execute instruments and eOOOrsement, discount cheques or other negotiable instrument through its accredited agencies; (vi) Make, sign and account for such documents and instrument as may be necessary for proper canying out of the management of the property or aair ofthe University; (vii) Introduce course of study at the University and take decisions in this regard on the recommendations of the Academic Council; (viii) Cooperate with an co-opt other educational, medical and other institutions and authorities in India and aboard; (k) Create fellowship and scholarships or other assistance on such terms and conditions as it may prescribe by regulations, for carrying out research, investigation and study; (x) Grant leave accept casual leave to officer and other employees of the University and provide for alternative arrangement in the absence of officers and employees; - . (xi) Manage and regulate iinance, accounts, inveshnents, property, business and all other administrative affairs ofthe University and appoint, forthat purpose - ( ) Invest money belonging to the University, including any unapplied income insuchstocks, funds, shares or security or movable and immovable property - - in India and aboard, as it may from time to time, deem fit, and vary such University, (xiiii Tmnsfer or accept transfers of movable or immovable property on behalf of the University; (xiv) Enter into, vary, cany out and cancel contacts onbehalf ofthe univers~ty and for other purpose appoint agents (xv) Provide building, premise, furniture's, apparatus and other inhstructure facilities for the carrying out of the work of the University, (xvi) Entertain, adjudicate upon and if it thinks fit, redress grievance of officers and employees of the University; (xvii) Appoint examiners, moderators and other if necessary, to remove them for good and suflicient cause, inconsultationofthe Academic Council (fi) Select a common seal for the University and provide for the custody of the seal; (xix) Delegates any of its powers to the Chancellor, the Pro Chancellor, the Vice Chancellor, the Registrar or the Director or any Council or any other authority of the University for temporary durahon; and (xx) Exercise such other powers and perform such other duties as it may be entrusted to it by the Government Councilor by regulations; Meeting of Executive Council 3 5 ( 1 ) The Executive Council shall meet at least once inthree months. (10) Ifbusiness of the committee has to be transacted urgently without waiting for a formal meeting to take place, the Chancellor may authorize the circulation of question to the members for decision, which shall be deemed as valid decision of the Committee for action; however such decision shall be circulate at the earliest to all concern for information and compliance (1 1) All other details relating to the conduct ofthe meetings, fiction etc, of the finance Committee shall be as per regulation; Adhoc Committee
