Penalty on pound-keeper etc. failing to perform duties Any person in charge of the animals kept under section 7 or any pound-keeper releasing or delivering animals contrary to the provisions of Chapter III or failing to or omitting to provide any impounded animal with sufficient food and water, or failing to perform any of the other duties imposed upon him by this Act, and any person purchasing any animal in contravention of section 10 or section 7, shall, over and above any other penalty to which he may be liable, be punished with a fine which may extend to five hundred rupees.
