For the purpose of any enquiry under section 15 or section 17. 'the Council or any committee authorised by rides made, under section 33 shall he deemed to be a Court, within ■ tlic meaning of the Indian Evidence Act, 1872 (f of 1872), and shall exercise all the powets of a. Commissioner appointed under the Public Servants (Inquiries) Act,, 1850 (37 <d 1850). and such enquiries shall be conducted, as far as may be, in accordance with the provisions of section 5 and sections 8 tcd(0 , of the said Public Servants (Inquiries) Act, 1850 (87 of 1850).
