(I) An appeal shall lie to- die State Government against every decision of the Council under section 15 or. sec- . tion 17 and the decision of the Stale Government thereon shall be fin.ib (2) Every appeal under sub-section (1) shall be preferred within three months from (he date of the receipt by the parly concerned of a copy of such decision.
