(1) The power to make rules conferred by sections 135 and 136 is subject to the condition of previous publication and no such rules shall take effect until they have been published in the Gazette. (2) All rules made under this Act shall be laid for not less than fourteen days before the Legislative Assembly as soon as possible after they are made and shall be subject to such modifications as the Legislative Assembly may make during the session in which they are so laid or in the session immediately following.
