(1) The Chairman shall from time to time cause all rules made under section 135 or section 136 to be printed and shall make such printed copies available for sale to the public. (2) The Chairman shall cause a notice to be published in local newspapers specifying the place where and the person from whom and the price at which a copy of the rules may be obtained.
