(1) The Government shall, as soon as may be after the date of commencement of this Act, by notification in the Gazette, constitute a single member body by name "the Kerala State Right to Service Commission" to exercise the powers conferred on it and to perform the functions assigned to it under this Act. (2) The Commission shall be a person who held a post not below the rank of Secretary to State Government or an equivalent post in other State or Central Government.
