Jurisdiction of Courts.—(1) No Court inferior to that of a Magistrate of the First Class shall try any offence against this Act or any rules thereunder. (2) No prosecution for any offence against this Act or any rules thereunder shall be instituted except by or with the previous sanction of the Inspector.
