Right of Municipal Commissioner and Chief Officer to attend meetings of municipal council etc.—The Municipal Commissioner and the Chief Officer shall have the right to attend the meetings of the municipal council and of any committee of the council and to take part in the discussion but shall not have the right to move any resolution or to vote.
