Municipal Commissioner or Chief Officer deemed to be authorised to exercise powers of other officers.—Whenever any officer is authorised by the municipal council to exercise any power or perform any function under this Act or any rule or bye-law made thereunder or under any other law, the Municipal Commissioner or the Chief Officer shall also be deemed to have been authorised to exercise such power or perform such function.
