Power to appoint officers to perform functions and to exercise powers under this Act.- (1) The Government may appoint any person or any class of officials to perform any functions or to exercise any powers under this Act or the rules made thereunder conferred on or vested in the Collector, Commissioner, Financial Commissioner or such Government. (2) Such appointment may be made in respect of any canal or of all or any of the canals situated within any specified local area. (3) In all matters connected with this Act, the Government, shall have and exercise over the Financial Commissioner, the Commissioner, and the Collector and the Financial Commissioner shall have and exercise over the Commissioner, and the Collector and the Commissioner, shall have and exercise over the Collector, the same authority and control as it or they respectively have and exercise over them in the general and revenue administration.
