(1) Subject to the provisions of this Act and the rules made there- under, the Council may make regulations in respect of— (a) the time and place at which meeting shall be held; (b) the issue of notices convening such meeting; and (c) the conduct of business thereat. • (2) Until such time as the regulations referred to in sub -section (1) have come into operation, it shall be lawful for the President to summon, by letter addressed to each member, a meeting of the Council at such time and place as to him shall seem expedient.
