Section 11

(1) No business shall be transacted at a meeting of the Council unless a quorum of five members is present. (2) In the absence of the President at a meeting, some other member, to be chosen from amongst the members present, shall act as President. (3) Save as otherwise provided in clause (b) of sub -section (1) of section 25, all questions arising at a meeting shall be decided by the votes of the majority of the members present and voting, or, in the case of an equality of votes, by the casting vote of the President, or, in his absence, of the member presiding at the meeting. • (4) No act or proceedings of the Council shall be deemed invalid merely by reason of a vacancy in the Council or of a defect in the election or nomina- tion of a person acting as a member.
