- S. 1(1) This Act may be called the Haryana Public Libraries Act, 1989
- S. 2Section 2 defines key terms used in the Haryana Public Libraries Act, 1989, including "Authority," "book," "book service," and "Public Library."
- S. 3(1) The State Government shall establish, maintain and develop Library service in the State
- S. 4Section 4 establishes the State Library Authority in Haryana to advise the government on library services and development.
- S. 5Section 5 establishes an eleven-member Standing Advisory Committee to advise on library development and recommend library service improvements.
- S. 6(1) The State Government shall constitute a State Library Directorate which shall be a department of the Government

- S. 19(1) There shall be three types of library funds in the State:— (a) The State Library Fund
- S. 20Section 20 allows local bodies in Haryana to impose a library cess as a surcharge on property and house taxes.
- S. 21Section 21 allows library committees to borrow money for library infrastructure with approval, up to five times annual library cess.
- S. 22The Authority shall prepare model bye-laws, rules and regulations regarding the administration of library service in the
- S. 23Section 23 designates one State Library association as the sole recognized Co-operating Institution by the Authority.
- S. 24(1) The State Government may, by notification, make rules for carrying out the purposes of this Act
