(1) There shall be a Panchayat Library Committee for each village Library and its constitution and function shall be such as may be laid down in rules framed by the District Library Committee concerned. (2) The Panchayat Library Committee shall, subject to the approval of the District Library Committee concerned, frame its rules of business and procedure.
