(1) The Deputy Superintendent (Industries and Welfare) under the immediate supervision of the Superintendent shall be responsible for implementing State policy pertaining to correctional administration, reformation, and welfare of prisoners. He shall be responsible for organizing and conducting educational, cultural, recreational and other welfare activities for prisoners. (2) The Deputy Superintendent (Industries and Welfare) shall supervise the work of correctional staff in the prison. (3) The Deputy Superintendent (Industries and Welfare) shall supervise the manufacturing units and other productive enterprises, other than agriculture, being undertaken in any prison and shall be responsible for the efficient management of the manufactory unit and shall conduct all operations relating to the manufacture of articles in the prison, to the greatest possible advantage of the Government. (4) The Deputy Superintendent (Industries and Welfare) shall ensure that all stores maintained in the manufactory unit of the prison, whether consisting of raw material, material in process of manufacture or manufactured goods, machinery, plant, tools or other articles that are under the care and supervision of the Deputy Superintendent (Industries and Welfare) are responsibly taken care of and he shall at all times be liable to duly account therefor to the Superintendent. (5) The Deputy Superintendent (Industries and Welfare) shall cause proper accounts to be kept of all stores purchased, received, in stock and expended, respectively, and also of all moneys, of whatever kind at any time received or expended by him or under his authority or orders. He shall be responsible that all registers and accounts prescribed and relating to the manufactory department are, at all times correctly prepared and kept up to date; that proper vouchers for all issues of stores and payments are obtained and kept in safe custody, and produced when called for by the Superintendent, and that his accounts are duly audited under proper authority. (6) The Deputy Superintendent (Industries and Welfare) shall periodically examine all cash, stores, machinery, plant, tools, raw materials, materials in process of manufacture and manufactured articles, in order to satisfy himself that the cash, stock, materials, manufactured articles, machinery, plant, and tools are as per the balance shown in the accounts. (7) The Deputy Superintendent (Industries and Welfare) shall be personally liable for any defalcations, loss, or damage, in any way caused due or attributable to any negligence, disobedience, or misconduct on his part. (8) The Deputy Superintendent (Industries and Welfare) shall use all means in his power to make the labour of the prisoners profitable to Government. He shall prevent waste and peculation in the manufactory and ensure – (a) checking of the applications for raw material and see that the quantity of material charged for have been received; (b) that the rates paid for all supplies are fair; and (c) that the prices at which manufactured goods are sold are properly remunerative and promptly paid for. (9) The Deputy Superintendent (Industries and Welfare) shall be responsible for keeping a duty/ attendance roster of prisoners attending the training/ production workshops and for calculating the reward/remuneration payable or awarded to each such prisoner. (10) The Deputy Superintendent (Industries and Welfare) shall ensure that each prisoner is issued an attendance sheet for recording his attendance in the training, production centre programs indicating the reward or remuneration due. He shall also be responsible for submitting bills for such remunerations and for the timely disbursal of the same. (11) The Deputy Superintendent (Industries and Welfare) shall ensure that a bank account is opened in the name of each prisoner who is entitled to remuneration and that his earnings are deposited in the Bank account. The prisoner shall supply the necessary documents for opening of the Bank Account. A prisoner may be allowed by the Superintendent to withdraw a part of this amount from the bank to be used in prison canteen or other expenses. (12) The Deputy Superintendent (Industries and Welfare) shall keep cash book and individual credit register for keeping the account of the prisoner remunerations working under his charge. NOTE:– The Deputy Superintendent (Industries and Welfare) shall be duty bound to keep a constant watch on the receipts and expenditure of the training and manufactory department and all property of whatever kind relating thereto. He is liable for defalcations on the part of every officer serving under his orders which have been in any way facilitated or rendered possible by the neglect of duty or omission on his part to exercise effective supervision. (13) The Deputy Superintendent (Industries and Welfare) shall under the immediate supervision of the Superintendent be the overall in charge of Prison Management Software, Prison Inmate Calling System (PICS) and all other information technology matters. (14) The Deputy Superintendent (Industries and Welfare) shall be the overall in charge of all cultural, sports, yoga etc. (15) The Deputy Superintendent (Industries and Welfare) shall be in charge of Public- Private Partnership (PPP) modality and shall take all possible measures to implement the scheme in the prison. (16) The Deputy Superintendent (Industries and Welfare) shall coordinate with local administration in all the matters relating to welfare schemes. (17) The Deputy Superintendent (Industries and Welfare) shall cause to enhance education level of prisoners through Sarv Siksha Abhiyan, Indira Gandhi National Open University (IGNOU) or National Institute Open Schooling (NIOS). (18) Deputy Superintendent (Industries and Welfare) shall be responsible for organizing vocational training for prisoners in various fields as far as the same is permissible within the limits of available infrastructure.
