All appointments to and changes in the office of the Superintendent other than those arising in consequence of temporary absences shall be notified in the Official Gazette. The post of Superintendent shall be Gazetted Class-1. All promotions to the post of the Superintendent shall be by promotion from among those serving on the post of Deputy Superintendents.
