(1) The following shall be the facilities provided in prison library with the below stated objectives, namely, - (a) the books in the library should cater to the needs of different educational standards, satisfaction of intellectual needs and development of knowledge of the inmates; (b) the prison library shall be adequately equipped with books, magazines and newspapers which shall be issued to the prisoners and prisoners shall be encouraged to develop reading habits; (c) an educated convict prisoner may be engaged for the management of books and other reading material and to run the library. Appropriate methods of classification/cataloguing shall be adopted by the educational personnel to organize the books and periodicals available in the library so as to make it convenient for use by prisoners and for administrative/record purposes; (d) donation of books by non-Governmental Organization shall be welcomed and the public and Government schools may be encouraged to adopt the educational programs being run inside the prison for prisoners; and (e) the Superintendent shall take initiative for ensuring appropriate collection of books for prison library; (2) Half-yearly verification of books in library shall be carried out by the Superintendent or by his nominee in June and December, every year.
