(1) Educational policy shall be formulated in a manner which is suitable to and necessary for the existing social environment with the ultimate aim of rehabilitation of a prisoner in the mainstream of the society. (2) The education of all adult illiterate prisoners shall be compulsory, and instruction is to be so given with the aim of enabling them to read and write before their release from prison. (3) Education shall be organized at three levels, namely – (a) fundamental literacy including reading, writing and arithmetic; (b) primary and secondary (School education); and (c) higher education (college education). (4) the number of teachers including prisoner teachers at an institution shall be fixed in accordance with the inmate population and the educational programs organized therefore. Well educated and well behaved prisoners may be deputed as teachers. (5) If a prisoner, who was pursuing studies before his imprisonment, expresses intention to continue his studies and to appear for an examination conducted by any Board or University or Institution, he shall be given all facilities to pursue the same. (6) Prisoners shall be encouraged and provided with facilities enabling them to appear for competitive examinations conducted by various government departments and educational institutions. (7) Study Centers of National Institute of Open Schooling, Indira Gandhi National Open University, or of any other university shall be established in prisons. Prisoners shall be encouraged to take coaching in study centers established in prison and to appear for open university examinations. All expenditure on reading material and fees in the case of prisoners shall be borne by the Government. (8) Prisoners shall be allowed, after the completion of course, to take various examinations conducted by the authorities concerned. The prisoners who pass these examinations, shall be conferred with certificates as are conferred upon students studying in regular schools. If possible and deemed appropriate, they may be sent to convocation. Outstanding prisoners shall be recommended for awards or scholarships as an incentive. HARYANA GOVT. GAZ. (9) Prisoners who wish to acquire technical standards in discipline of Information and Technology and basic engineering skills, may be provided with all necessary equipment and training opportunity, wherever possible. (10) The Superintendent shall liaise with the authorities of the concerned universities to secure co-operation and support in the implementation of the education program devised for the prisons in the State.
