(1) Where as per the advice of Medical Officer, it is necessary to remove a convict or undertrial prisoner to a hospital outside the prison for operative or other emergency treatment which cannot properly be given in the prison itself, the district police shall provide adequate police escort on the pattern as prescribed in rule 268. NOTE 1.- Police escort guard shall be posted at all Central and District Prisons to escort a prisoner to an outside hospital in any medical urgency as per orders of the Superintendent. In case a high-risk prisoner is being taken to outside hospital, Police Control Room Van of the local police station shall invariably accompany the escort guard. NOTE 2.- In case of extreme emergency and non-availability of police escort guard, the Superintendent may send the sick prisoner to the outside hospital under the charge of Warder guard and such Warder guards shall be replaced by police guards as soon as possible. In case a high-risk prisoner is being taken outside hospital, an officer of the rank of Assistant Superintendent shall be deputed. Police Control Room Van of the local police station shall invariably accompany the prison guard. (2) The Superintendent shall arrange for regular inspection to check the security of prisoner ward and prisoner admitted therein. No outsider or unauthorized person shall be allowed to meet the prisoner in the hospital. However, family members may be allowed to visit the prisoner by the Superintendent. (3) All expenses incurred by the hospital authorities in connection with the treatment of prisoners shall be borne by the Prison Department, if the same are not met from the budget of the Health Department in case of Government Hospitals. 1326 HARYANA GOVT.
